Article 73      Urban development goal

We will build Fuzhou into a cultural and ecological city, a modern industrial city, a livable tourism city and an important hub and regional logistics central city of Poyang Lake Eco-economic Zone and Western Taiwan Straits Economic Zone.

Article 74      Urban development strategy

1.   Export-oriented strategy

Fuzhou will seize the strategic opportunity of economic globalization and regional economic integration, firmly establish the concept of "great opening-up, large-scale investment, and big development", integrate into Nanchang metropolitan area and West Strait Economic Zone, act in concert with the Yangtze River Delta and Pearl River Delta, and comprehensively improve the level of opening to the outside world and regional competitiveness.

2.    Urban optimization strategy

According to the basic principles of complementation of each other's advantages and regional leading industry selection, from the market demand of Nanchang economic circle, Jiangxi Province and even larger area, we will constantly conduct industry selection and industrial restructuring, and maximize the market competitiveness of a variety of leading industries to make Fuzhou a modern industrial city.

3.    Strategy of developing the city through science and education

We must place technology and education in a strategic position for prior development so as to make economic development rely on technological progress and improvement of the quality of workers.

4.    Strategy of developing the city through culture

We will give a full play to Fuzhou’s cultural superiority, inherit and carry forward good cultural traditions of the city, and emphasize the cultural development and the economic development of Fuzhou equally so as to make culture an important force driving the urban development and Fuzhou into a famous cultural ecology city.

5.    Urban and rural overall development strategy

Urban and rural overall development strategy requires breaking the development concept of dividing urban and rural areas. We will adhere to the policy of driving the development of rural areas with cities, promoting the development of cities with rural areas and urban-rural interaction while accelerating the urbanization process, consider the orderly arrangements of land, population, industry, environment and other resources between urban and rural areas and the space layout of transportation, industry and city and town as a whole, and plan urban and rural employment, social security, public services and institutional reform as whole so as to accelerate the urban-rural integration.

6.    Sustainable development strategy

The key of Fuzhou’s strategy of sustainable development lies in population control and improvement of population quality, rational development of resources and improvement of utilization efficiency, adherence to constructing while governing, combination of economic development and improvement of the environment so as to open up a development road of virtuous circle with production development, affluent life and good ecology.

Sub-central city in Nanchang Economic Circle, important modern industrial city and cultural and ecological city in Poyang Lake Eco-economic Zone and Western Taiwan Straits Economic Zone.

Article 76      City size

1.   Population size

According to the planning, Fuzhou’s recent (2010) downtown population is 500,000, and its future (2020) downtown population will be 750,000.

2.   Scale of land for use

According to the planning, Fuzhou’s recent (2010) scale of land for downtown construction is controlled at 52.5 km2, 105.0 m2 per capita.

According to the planning, Fuzhou’s future (2020) scale of land for downtown construction is controlled at 74.6 km2, 99.46 m2 per capita.

Article 77      Urban development direction

According to the planning, the current urban development is to extend towards south, supplemented by appropriate extension towards west.

Article 78      Overall strategy of urban construction

General guideline for current urban construction is “extension towards south, advancement towards west, adjustment in north and restraint in east.”

Extension towards south: In the south of the main city are basically mountains with good conditions for land use and good transport links to old urban areas; so we can take advantage of the construction of the new railway passenger station and Fuzhou-Ji’an Expressway to promote the development of surrounding areas; its beautiful natural environment may improve the quality of urban living; high terrain is conducive to urban drainage; With Gandong Avenue as the axis, the rolling development from north to south is a key development direction for the city’s long-term vision and development.

Advancement towards west: Shangdundu and Wenquan groups are in the west of main urban area, so it is an inevitable trend for the main urban area to develop towards west. In addition, the construction of artificial lakes and new administrative centers will also promote the development of the west side of the main urban area.

Adjustment in north: It is close to old center of the city with complete infrastructures; there is good natural environment to the north of Fu River, so it is easy to build waterfront landscape there. Especially, the construction of the northern river traffic gives an impetus for the development of the north.

Restraint in east: The construction across the river may cost a lot; the land to the east of Fu River is low-lying and mostly farmland, which is not suitable for development and construction.

Article 79      Urban spatial structure

Urban spatial structure – “Two rivers and three belts associated four areas, and four cores and four axes form a group”

"Two rivers" refer to Yihuang River and Fu River surrounding urban areas, which meet in the north of the urban area, forming a Y-shaped urban ecological support.

"Three belts" refer to three urban greenery landscape belts formed along both sides of Yihuang River, Fu River, Fenggang River, Fuzhou-Yinchuan Expressway and Xiangtang-Putian Railway.

"Four centers" refer to old urban area, new urban area, northern Fuzhou area and Shangdundu area.

Four cores – “One primary and three secondary” urban centers

Administrative and cultural center of the city is located to the west of Jinchao Avenue, to the north of Rulin Avenue, to the south of Yingbin Avenue and to the east of Yuming Avenue. The city’s administrative office and cultural events as well as business and exhibition facilities are arranged there to form the city’s primary center combined with the green river landscape.

Commercial center of old urban area is located to the south of Dagong Road, to the west of Gandong Avenue, to the east of Hubin Road and to east of Xuefu Road. According to the planning, we will renovate the current administrative office land, three types of residential land and industrial land, actively develop the traditional commerce industry, form a business center of old urban area and undertake a small amount of cultural and educational functions, becoming the city's secondary center.

Zhanqian commercial center is located to the east of Fenggang Avenue, to the west of Jinchao Avenue and on both sides of Zhanqian Avenue. According to the planning, relying on the railway passenger station and bus station, we will develop trade and logistics services to become the city's secondary center.

Education and trade center is located to the north of Caizi Road, to the west of Furong Road, to the east of Fuxi Road and to the south of Fengjia Road. According to the planning, culture, education and business service facilities are arranged to form a secondary center of the city.

"Four Axes" - Four urban development axes

(1)  Principal urban development axis of Gandong Avenue – Through the analysis of Fuzhou’s urban space development and evolution, the city's spatial expansion is from north to south relying on Gandong Avenue. The planning extends urban space development axis and arranges the city's public facilities on the axis, forming the city's life axis. The axis connects the old urban and the new urban area from north to south.

(2)  Minor urban development axis of Dagong Road – Numerous historical relics and commercial facilities in old urban area gather on both sides of Dagong Road as a relatively old road. The axis connects northern Fuzhou area, old urban area and Wenchang living area from west to east.

(3)  Minor urban development axis of Linchuan Avenue - a large number of offices and commercial lands are arranged on both sides of Linchuan Avenue as the city's major scenic road, which is a window to showcase Fuzhou. The axis connects the old urban area and Shangdundu area from east to west.

(4)  Minor urban development axis of Rulin Avenue - Rulin Avenue, as the city's major scenic road, connects new urban area and Shangdundu area from east to west.

Article 80 The city's function zoning

According to the planning, four zones of the city all develop comprehensively, each with emphasized functions.

(1)  Northern Fuzhou area – This area enjoys good development conditions currently. We plan to form zonal industrial lands between railways and highways relying on Northern Fuzhou Freight Station and develop it into an integrated area mainly relying on second-class and third-class industries. The area of land for use in this area is 700 hectares.

(2)  Old urban area is located to the north of Yingbin Avenue and to the east of Fuzhou-Yinchuan Expressway, forming an integrated area of commercial finance, residence and tourism with a land area of 2,335 hectares.

(3)  New urban area is located to the south of Yingbin Avenue and to the east of Fuzhou-Yinchuan Expressway, forming an integrated area of administrative office, commercial trade and logistics, culture, education and residence, with a land area of 2,740 hectares.

(4)  Shangdundu area is located to the north of Rulin Avenue, to the south of Linchuan Avenue, to the west of Fuzhou-Yinchuan Avenue and to the east of Yihuang River, forming an integrate area of cultural education, commercial trade and residence, with a land area of 1,585 hectares.
