Section 1      Layout planning of land use

According to the National Standard of the People's Republic of China - Standards of Classification of Urban Land for Use and Planning of Land for Construction (GBJ137-90), we classify and arrange land for urban construction and determine land use standards uniformly. The overall land use indicator determined by this plan is an upper limit indicator. The land use compatibility and development technical specifications of various lands are determined by the following regulatory plan.

Article 81      Residential land

The planning mainly arranges the second-class residential land and doesn’t plan the third-class residential land basically. According to the planning, a total area of 2095.50 hectares of residential land accounts for 28.09 percent of the land for urban construction, with a residential land area of 27.94 m2 per capita.

Article 82      Planning of public facilities

The construction of public facilities focuses on the scope of large area, vigorously develops the tertiary industry based on the people-oriented principle, promotes social and economic benefits simultaneously, and takes the creation of favorable conditions for urban development as the goal. We plan to establish a three-level common center system of "municipal center - area center - community center", set up the administrative and cultural center in the middle part of urban area, establish commerce and catering centers in the old urban area, set up commerce and trade and logistics centers in the new urban area, establish education and commerce and trade centers in Shangdundu area, set up a municipal sports center in the west side of the old urban and build an education and scientific research center in the education park. At the same time, we improve the functions of all urban groups and install public service facilities at all levels as a support to form a perfect urban public service system. It is planned that the land for public facilities will cover an area of 1,243.90 hectares, with 16.58 m2 per capita.

Article 83      Industrial land

The planned industrial land will cover an area of 1,634.90 hectares, accounting for 21.91 percent of urban construction land, with 21.80 m2 per capita. The planned industrial zones mainly include three parts.

(1)  Jinchao Economic Development Zone

The industrial land area is 1,004.54 hectares. Located to the south of Yingbin Avenue, to the east of Jinchao Avenue, to the west of Wenchang Avenue and to the north of Chonggang Avenue, it is the largest industrial park gathering industrial enterprises in the city, which mainly develop bio-pharmaceuticals, modern food, garment and textile, machinery manufacturing and other similar industries. It is one of the major industrial development areas in Fuzhou.

(2)   North Fuzhou Industrial Area

The area of industrial land is 530.36 hectares. It is located in the city's northwest part and close to north Fuzhou freight station. With the increase of flow of goods, the former freight station has been unable to meet the development needs of the city, so the new freight station is built in the north on the original site. With the freight station moving northward, the industrial land continues to move northward, in the form of belts between Xiangtang-Putian Railway and Fuzhou-Yinchuan Expressway, mainly involving the development of building materials, chemicals and other second-class and third-class industries.

(3)   Yunshan industrial groups

The industrial land area is 100.00 hectares. It is planned that they are located in industrial areas which mainly develop biology, pharmacy, food and other first-class industries relying on 316 National Road in YunshanTown, Linchuan District.

Article 84      Land for warehousing

It is planned that land for warehousing is arranged in combination with the new northern Fuzhou freight station, mainly within northern Fuzhou group. In addition, several lands for warehousing are arranged in Jinchao Industrial Park in combination with industrial distribution and layout. It is planned that lands for dangerous goods warehouses should be far away from downtown, and their site selection and construction should be conducted according to relevant regulatory requirements.

The planned land for warehousing will cover an area of 161.88 hectares, accounting for 2.17 percent of urban construction land, with 2.16 m2 per capita.

Article 85      Land for external transport and road square

The external transportation lands are arranged according to the requirements of building the modern Fuzhou three-dimensional transportation network, mainly including railway stations, lines, expressways and national highways, and many long-distance bus terminals and transportation hubs are set up in the urban area. The planned external transportation land area is 90.27 hectares.

It is planned to build a perfect urban road system, urban overpass and city square. By national standard, the city’s major and minor branches are graded and set to maintain a reasonable density of road network, and urban social services parking lots are set up based on a certain radius of service. The planned land for urban roads and squares will cover an area of 1141.12 hectares, accounting for 15.30% of the total urban construction land, with per capita land area of 15.22 m2, of which, large public parking land will cover an area of 28.35 hectares, with a land area of 0.38 m2 per capita.

Article 86      Land for municipal utilities

According to the requirements of urban development, we will install perfect urban municipal utilities, mainly including power supply facilities, water supply facilities, sewage facilities, gas facilities, bus maintenance fields, telecommunications facilities, environmental sanitation facilities and fire-fighting facilities. The planned land for municipal facilities will cover an area of 129.06 hectares, accounting for 1.73% of the total urban construction land, with per capita land area of 1.72 m2.

Article 87      Land for green space

It is planned to build a network-like green space system, and the main lands to be built include public green land, protection green land, production green land and eco-green land. The planned total area for green space is 926.55 hectares, including public green space area of 820.0 hectares, which accounts for 10.93 percent of total land for urban construction, with per capita public green space of 10.93 m2.

Article 88      Special land

It is planned to maintain the current special land. The planned area for special land is 36.50 hectares, accounting for 0.49 percent of total land for urban construction, with per capita special land of 0.49 m2.

Article 90 Public center planning

The public center of downtown of Fuzhou is composed of “one primary center and three secondary centers”. “One primary center” refers to the municipal center in the new urban area, and the “three secondary centers” refer to the three district centers, namely, secondary center in old urban area, Zhanqian secondary center and Shangdundu secondary center.

Municipal center is located at the junction of Jinchao Avenue and Yuming Avenue of the new urban area and it is planned to lay out the public service facilities such as the municipal administration, business and finance, culture and recreation, information service, etc. by combining the city square and the landscape greenbelt, thus making it the primary public center of the city.

District centers are respectively located in old urban area, Zhanqian new urban area and Shangdundu area. The secondary center in old urban area will integrate the existing public service facilities of the old urban area by enhancing their grade and expanding their size, with the major role in business and finance. Zhanqian secondary center will vigorously develop the logistics base and composite market by taking advantage of railway passenger stations and bus stations, with the major role in commerce and trade and logistics. Shangdundu secondary center will develop commerce and trade by making use of the educational industry advantages, with the major role in education and commerce and trade.

Article 91      Administrative land planning

Fuzhou municipal administrative facilities are mainly arranged in the new urban area, and all the municipal administrative facilities which need to be relocated or demolished will be reconstructed in the new urban area. The planned administrative land will cover a total area of 163.37 hectares, occupying 2.19% of the urban construction land, with a per capita land of 2.18 m2.

Article 92      Planning of land for business and finance

(1)   Business center

The downtown of Fuzhou will form a network structure of the urban business center of “one primary center and three secondary centers”.

a.   Business center of old urban area

It’s determined that the municipal business center of old urban area will occupy the section from Hongkelong Supermarket at Gandong Avenue to Linchuan Avenue, with a length of appr. 4,000 m. The core of the municipal business center will be located at the junction of Huancheng Road and Gandong Avenue, which will be the highlight of this municipal business center.

b.   Secondary commercial center of new urban area

According to the planning, the secondary commercial center of new urban area will be situated around the new administration center, where there will be business land for large shopping malls, star-rated hotels, financial center, security center, information center and high-end office buildings.

c.    Zhanqian commercial secondary center

It is determine that Zhanqian commercial secondary center is located to the northeast of the railway station and at the junction of Gandong Avenue and Zhanqian Avenue, composing of large composite markets, logistics centers and hotels, etc.

(2)   Planning and layout of logistics and professional markets

According to the planning, Zhanqian new urban area will concentrate logistics bases and composite markets.

Wholesale trading markets (including grain wholesale market, agricultural production material market, building material market, etc.) will be concentrated in the logistics park of Zhanqian new urban area; and markets related to the daily life of residents will be constructed at the junction of Wenchang Avenue and Yingbin Avenue.

The planned business and finance land covers an area of 574.42 hectares, occupying 7.70% of the urban construction land, with a per capita area of 7.66 m2.

Article 93      Planning of land for culture and recreation

The planned cultural facilities will be allocated by four levels—municipal level, area level, residential area level and community level so as to meet the citizens’ requirements of various cultural and recreational activities and enhance the city’s cultural taste.

A municipal cultural center will be constructed in the south of the administration center, which embodies the city image; combined with the construction of educational park entertainment centers, libraries, cinemas and theatres will be built to form an urban recreational and entertainment center; and in Shangdundu area and old urban area, a district cultural center will be built and cultural and recreational facilities like cinemas, amusement parks, dancing halls will be newly built; and integrated sites for cultural and recreational activities will be set up in the residential areas and communities of all levels.

It's planned that by 2020, the land for culture and recreation will cover an area of 120.51 hectares, occupying 1.62% of the urban construction land, with a per capita area of 1.61 m2.

Article 94      Planning of land for sports facilities

According to the planning, the sports facilities will be allocated by level with multi-purpose sports court as the core; the sports facilities in communities will be improved and allocated by municipal level, area level and residential area level.

The new city sports center is located to the east of Menghu Lake and to the north of Linchuan Avenue, serving as the center of sports activities, sports competition and sports culture.

It’s planned to build up an area-level gymnasium in the new urban area (at the junction to the south of Huangsigong Ecological Park and to the east of Jinfeng Road) and Shangdundu area (at the junction of Fuba Road and Fudong Road) respectively, and the sports stadium of the old urban area will be retained to meet the citizens’ basic needs for sports activities.

It’s planned that by 2020, the land for urban sports will reach an area of 46.88 hectares, occupying 0.64% of the urban construction land, with a per capita area of 0.63 m2.

Article 95      Planning of land for medical treatment and public health

A new hospital in urban area will be built as a 3-A general hospital, and general and specialized hospitals like Fuzhou No.1 Hospital, Fuzhou No. 3 People’s Hospital, District People’s Hospital, District No.1 People’s Hospital, District No. 2 People’s Hospital, District No. 3 People’s Hospital, Fuzhou Hospital of Traditional Chinese Medicine, District Hospital of Traditional Chinese Medicine, District Wound Hospital, and Fuzhou Municipal Center for Disease Control. It’s planned to build a new general hospital at the junction of Weiyi Road and Gandong Avenue and at the junction of Huiquan Road and Gandong Avenue respectively, a general hospital in the old urban area (at the east of Shutong Road and the north of Fubei East Road), and a general hospital in Shangdundu area (at the junction of Longfa Road and Fuxi Road). Each hospital will cover an area of 2.5 to 7 hectares. Another 4 hospitals of different kinds will also be set up.

Clinics, infirmaries, health centers and community health service stations will be set up for each residential area and community, which makes sure there are 10 beds for per thousand people, 5 doctors for per thousand people and 10 medical staff for per thousand people.

It’s planned that the land for medical treatment and public health will cover an area of 42.37 hectares, occupying 0.57% of the urban construction land, with a per capita area of 0.56 m2.

Article 96      Planning of land for education and research facilities

It is planned to build Fuzhou Municipal Culture & Education Research Center at the east of Wenchang Avenue and the two sides of Yingbin Avenue. This area is positioned as a research and education area for the future development, by integrating the existing higher education resources and focusing on creating a university cluster zone with higher education and training and supporting service facilities as its main function. Institutions of higher education in old urban area like East China Institute of Technology should be reconstructed or expanded as appropriate. And other universities and colleges that have small sizes and no reserved lands for development in the old urban area and Wenchang residential area should be moved to the university park. Other newly-built colleges and secondary technical schools will also be arranged in the university park.

It’s planned that the designed education and research land will cover an area of 290.06 hectares, occupying 3.89% of the urban construction land, with a per capita area of 3.89 m2.

Article 97      Other public facilities

We encourage and support social organizations and individuals to establish various welfare facilities while retaining the welfare center located to the east of Wenchang Avenue and to the south Shangye Avenue. And in terms of religious culture, Zhengjue Temple and Saint Joseph  Cathedral will be retained.

It’s planned that land for other public service facilities will cover an area of 7.2 hectares, occupying 0.13% of the urban construction land, with a per capita area of 0.12 m2.

Section 4      Residential land planning

Article 98 Principles for residential land planning

(1)  Adhering to the principle of a high standard and a high starting point, we will conduct unified planning and reasonable layout, put people first, adjust our measures to local conditions, conduct overall development and build supporting facilities.

(2)  We will organize the living land in a concentrated and well-knit manner, and build supporting public service facilities of different levels according to corresponding levels, bringing the residential areas distinct functions, orderly construction, convenient life and effective management.

(3)  To deal with the market demand, we develop new urban area and renovate old urban area, construct modern residential areas of various kinds with complete facilities so as to meet the living needs of different levels of citizens.

(4)  The old urban area should gradually improve its living environment and improve relevant supporting municipal infrastructural facilities, service facilities and residential green lands.

(5)  We will enhance the management of private housing construction in the built-up area, gradually renovate the villages in the city and focus on the renovation of villages in the urban fringe so as to include the rural residential land into urban residential land for unified construction.

(6)  We will strengthen the construction of security houses and low-rent houses, and care for the vulnerable groups in the society.

Article 99      Planning target of residential land

By unified planning of the overall urban residential space, we aim to reach the consistency of planning, policy, management and real estate market, and strive to build Fuzhou City into a livable city with complete comprehensive facilities and beautiful environment where people live and work in peace and contentment.

Article 100    Indicators of residential land

It’s planned that the residential land will cover a total area of 2095.50 hectares, occupying 28.09% of the urban construction land, with a per capita area of 27.94 m2.

Article 101    Layout of residential land

The planned central urban area will include 18 residential areas and 2 residential communities.

1.    Jinggong Road residential area: The residential land covers an area of 135.04 hectares and will accommodate 47,000 residents. It’s planned to focus on the renovation and reconstruction of this area to gradually renovate the old urban area, displace the industrial land and improve the overall residential environment of the old urban area.

2.    Liushuiqiao residential area: The residential land covers an area of 94.4 hectares and will accommodate 33,000 residents. It’s planned to relocate the industrial land in Jinchao Development Zone or Fubei Industrial Zone, and permeate the landscapes of Fu River and Menghe River into each residential land.

3.    Houfutian residential area: The residential land covers an area of 107.7 hectares and will accommodate 39,000 residents. It’s planned to focus on the renovation and reconstruction of this area to gradually reconstruct the old urban area, renovate the villages in the city and improve the overall residential environment of the old urban area.

4.    Qingyun residential area: The residential land covers an area of 130.4 hectares and will accommodate 50,000 residents. It’s planned to focus on the reconstruction and renovation of this area, remove industrial land and gradually implement the reconstruction of old urban area.

5.    Wutang residential area: The residential land covers an area of 144.85 hectares and will accommodate 50,000 residents. It’s planned to focus on the reconstruction and improvement of this area, construct high-standard residential land and improve the overall residential environment.

6.    Wufeng residential area: The residential land covers an area of 119.6 hectares and will accommodate 43,000 residents. It’s planned to perfect the construction of supporting facilities, improve the overall residential environment and make it a residential area with beautiful environment and complete municipal facilities.

7.    Chengxi residential area: The residential land covers an area of 119.7 hectares and will accommodate 44,000 residents. It’s planned to relocate and reconstruct the village land. And regarding the newly developed new residential communities, the supporting construction of public service facilities and public green lands should be strengthened.

8.    Wenchang residential area: The residential land covers an area of 96.5 hectares and will accommodate 35,000 residents. The housing construction will focus on multi-story buildings, with a few small high-rise buildings.

9.   Fubei residential area: The residential land covers an area of 34.08 hectares and will accommodate 12,000 residents. It’s planned to reconstruct and renovate this area and relocate the industrial lands mingled with the residential lands.

10.  Shangling residential area: The residential land covers an area of 154.2 hectares and will accommodate 54,000 residents. It’s planned to focus on new construction  and construct a high-standard residential area with good environment.

11.  Zhongling residential area: The residential land covers an area of 163.6 hectares and will accommodate 56,000 residents. It’s planned to renovate the existing villages and focus on the construction of a high-standard residential area.

12.  Zhanqian north residential area: The residential land covers an area of 95.49 hectares and will accommodate 34,000 residents. The housing construction will focus on multi-story and small high-rise buildings.

13.  Zhanqian east residential area: The residential land covers an area of 68.2 hectares and will accommodate 25,000 residents. The housing construction will focus on the construction of multi-story buildings.

14.  Zhanqian south residential area: The residential land covers an area of 127.6 hectares and will accommodate 44,000 residents. A few small high-rise buildings along the river will be constructed scientifically.

15.  Chonggang residential area: The residential land covers an area of 87.44 hectares and will accommodate 31,000 residents. A “window view area” with multi-layered skylines will be created for the southern area.

16.  Yibei residential area: The residential land covers an area of 91.76 hectares and will accommodate 30,600 residents. It’s planned to focus on the renovation and improvement of this area and displace the industrial lands like Linchuan Winery.

17.  Yibei residential area: The residential land covers an area of 50.9 hectares and will accommodate 19,700 residents. By combining the Yihuang River water system, it’s planned to construct multi-story buildings along the river, embellished with small high-rise buildings.

18.  Yinan residential area: The residential land covers an area of 62.7 hectares and will accommodate 23,900 residents. It’s planned to apply high-standard development and construction to create a unique style and features of central residential area.

19.  Yidong residential area: The residential land covers an area of 81.28 hectares and will accommodate around 29,100 residents. It’s planned to control the unordered sprawl of village land and intensively develop and construct the newly-built residential land at a high standard.

20.  Yidongnan residential area: The residential land covers an area of 129.06 hectares and will accommodate around 46,700 residents. It will mainly be occupied by newly built residential areas, and it is planned to perfect supporting public facilities.

According to the above arrangement of residential areas, the urban residential population will be distributed as follows:

The old urban area: around 344,000 residents.

The new urban area: around 244,000 residents.

Fubei area: around 12,000 residents.

Shangdundu area: about150, 000 residents.

By the end of the planning period, 750,000 residents in total will have been arranged.

Article 102 Construction of affordable houses and low-rent houses

Affordable house and low-rent house are an important part of China’s urban housing guarantee system, serving as an important policy of ensuring equitable housing and helping the medium and low-income families to live and work in peace and contentment.

1.    Layout principle

The planning of the central urban area should, guided by the national macro policy, study the housing needs, determine the housing policies, construction standards and residential land layout, and especially focus on the residential land layout and standard of affordable houses and low-rent houses which meet the housing demand of the medium and low-income groups according to local economic and social development level, resident housing, income level, etc.

In terms of the siting of affordable houses, we should select the sites with complete public transportation, municipal infrastructures and public service facilities by fully considering the real needs of the wage-earning class. The construction of affordable houses should focus on medium-density multi-story and small high-rise buildings, and separated residential areas of a certain size can be constructed to make sure the construction quality of supporting public facilities and living environment.

2.    Construction volume and siting

①   The policy-related housing land of 85.6 hectares will be newly supplied, including 64.2 hectares of land for the affordable housing, and 21.4 hectares of land for the low-rent housing.

②   Regarding the newly-offered policy-related housing land, there are 40 hectares of land in the old urban area, 18 hectares of land in the new urban area, 22 hectares in Shangdundu district and 5.6 hectares in Fubei district.

③   26,500 policy-related houses will be built with a building area of 1,540,000 m2, including 20,500 affordable houses with a building area of 1,232,000 m2 and 6,000 low-rent houses, with a building area of 308,000 m2.

Article 103    Residential supporting facility planning

1.    Education

Middle school: a standard middle school with 30-36 classes will be set for every 30,000 to 50,000 people, which will be evenly allocated with a service radius of 1 km. It’s planned to add 8 middle schools and the existing 12 middles schools will be retained, so there will be 20 middle schools in total.

Primary school: a standard primary school with 24 classes will be set for every 10,000 to15,000 people, which will be evenly allocated with a service radius of 0.5 km. It’s planned to add 33-36 primary schools in the long term, so there will be 55 to 60 primary schools in total.

Kindergarten: a standard kindergarten with 6 classes will be set for every 5,000 people, which will be evenly allocated with a service radius of 0.3 km combining with the central green land of the related community.

2.    Medical treatment and public health

A clinic (or community health service centers) will be set up for every 30,000 to 50,000 residents and a health station (or community health service stations) for every 10,000-15,000 residents. This standard should be applied for each residential area and community in allocating relevant medical facilities so as to form a medical and healthcare system with various and complete facilities. It’s planned that the urban area will need 23-25 clinics and 55-60 health stations.

3.    Culture and sports

Each residential area will be allocated with a cultural activity center, including activity centers for the aged and for the youth; also, each residential community will build a cultural activity station, including a library, an activity room for the aged and an activity station for the youth.

4.    Business service and other supporting public construction facilities

An integrated farm product market or supermarket will be built for each residential area, and each residential community will have small supermarket-like business service facilities.
