Section 1 Integrated urban transport planning Article 104 Plan target With the central area of Fuzhou as a hub, depending on Fuzhou-Yinchuan Expressway, Fuzhou-Ji’an Expressway, Xiangtang-Putian Railway, China National Highway 316, Donglin Road, Fuba Road, Changxia Road, Fufeng Road, Fu River and Nanchang Changbei International Airport, we will build an integrated land, water and air transportation system with smooth entry and exit, convenient connection, fast transit and reasonable layout of static traffic facilities. Article 105 Construction of expressways Acting in concert with development planning of national and provincial high-grade expressways, we will accelerate the outward transportation construction of the central urban area, and form “one transverse and one longitudinal” expressway thoroughfares:“One longitudinal” refers to Fuzhou-Ji’an Expressway (Ji’an-Fuzhou-Zixi), which meets Fuzhou-Yinchuan Expressway in Changgang Village of Chonggang Town, Linchuan District; and “one transverse” refers to Fuzhou-Yinchuan Expressway. These two expressways will become the main outward traffic thoroughfares of the central urban area of Fuzhou. Article 106 Construction of roads China National Highway 316 will be reconstructed according to the first or second class road standards, and the urban section will be constructed according to the first class road standard. Donglin Road has been constructed as a first-class road; Changxia, Fuba and Fufeng provincial roads will be constructed according to the second-class standard; the county and township roads will reach the third and fourth class standards; and the rural area will basically realize the goal of having village-to-village cement roads. Article 107 Construction of railways We will retain Shanghai-Kunming Railway and Yingtan-Xiamen Railway while improving the transportation capacity of these two railways. In the short run, we will positively construct Xiangtang-Putian Railway and Hangzhou-Nanchang-Changsha Passenger Dedicated Railway Line, and in the long run, we will construct Yingtan-Shantou Railway and Ji’an-Wenzhou Railway, thus forming a “two-transverse-and-two-longitudinal” railway network in the city. In the central urban area, we will focus on the construction of Xiangtang-Putian Railway, and strive to extend the Yingtan-Shantou Railway into the central urban area of Fuzhou in the short term, and in the long term, we will try to build Xiangtang-Putian Railway into a passenger dedicated line, and newly construct a freight special line of Xiangtang-Putian Railway. Article 108 Construction of waterway We will dredge the waterway of Fu River and enhance its shipping capacity, thus helping Fu River reach Class IV shipping standards; we will also widen the waterways of Yihuang River and Chongren River, and boost their shipping capacities correspondingly. Article 109 Construction of airways Fuzhou should make full use of Nanchang Changbei International Airport to provide freight and passenger air transport, thus better serving the economic development. And in the long run, we can consider the preliminary study of Fuzhou Airport. Article 110 Transit traffic in the central urban area It’s planned to construct Huancheng West Road in the west of area of Wenquan Town, and Huancheng South Road in the south of the city, which will connect Fuba Road and China National Highway 316. The Huancheng North Road will be constructed nearby the Fu River in the north of the central urban area, which will connect Huancheng West Road and China National Highway 316 and form the outer ring for the city’s outward traffic together with China National Highway 316 in the east. This will cut Donglin Road, Changxia Road, Fuba Road and Fufeng Road at Huancheng Road so as to avoid the disturbance of through traffic against the central urban area and ensure the peace of the central urban area. Article 111 Outward static traffic facility planning It’s planned to construct Fuzhou Railway Passenger Station nearly Xiangtang-Putian Railway in the southwest of central urban area, which is a Class II passenger station. It’s planned to reconstruct Fubei Railway Station and expand its size as appropriate, making it the freight station in Fuzhou that serves for the industrial development of this city. It’s planned to retain Fuzhou Bus Station, Wenchang Passenger Station and Shangdundu Bus Station, which will continue to serve the city. It’s planned to build a coach station in the south side of Fuzhou Railway Station according to Class II standards, with an area of 5.5 hectares. It’s planned to build a bus station at the junction of Chengbei East Road and Shutong Road according to Class II standards, with an area of 2.5 hectares. It’s planned to build a bus station in Shangdundu area according to Class II standards, with an area of 2.1 hectares. It’s planned to change Wudian Bus Station into a Terminal Bus Station. Section 2 Urban road traffic planning Article 112 Road network planning 1. Road class planning: urban roads are divided into three classes, namely arterial road, sub-arterial road and branch road. The distance for two arterial roads should be 800 to 1,200 m or so; the distance of 300 to 500 m or so for sub-arterial road and arterial road, and the distance of about 150 to 250 m for branch road and sub-arterial road. Road width: the width of arterial road should be controlled between 40 to 80 m; sub-arterial road between 24 to 36 m, and brand road between 12 to 20 m. 2. Urban road network planning The central area of Fuzhou has developed a “nine-longitudinal-eight-transverse-and-four-ring” urban main road square grid pattern, which is formed by Huancheng roads and arterial roads of the city. We will build up an urban road network with arterial and sub-arterial roads as framework as well as distinctive transport corridors and complete branch roads. (1) Arterial road system The outer ring expressways, radiated roads and the entrance and exit passageways will constitute the framework of the city, and together with other arterial roads, they will constitute the arterial road system, and form the “nine-longitudinal-eight-transverse-and-four-ring (including the outer ring road)” road framework. Eight transverse roads: Dagong Road (24 to 40 m), Linchuan Avenue (40 to 60 m), Zhongling Avenue (45 m), Yingbin Avenue (80 m), Rulin Avenue (60 m), Chonggang (40 m), Wenchang Road (60 m) and Longfa Road (40 m). Night longitudinal roads: Yuming Road (40 m), Furong Road (60 m), Fubei Avenue -Xijin Avenue-Fenggang Avenue (45 to 50 m), Yuming Avenue (45 to 50 m), Jinchao Avenue (50 m), Wenchang Avenue (50 to 60 m), Gandong Avenue (33 to 55 m), Jinni Avenue (45 m), Menghu Avenue -Yanshu Avenue (45 m). Four ring roads refer to the outer ring road and the three inner ring roads. The outer ring road means the urban ring expressway, while the inner ring road indicates the three arterial ring roads of the city: the first ring road is Donggong Road-Wenchang Avenue-Yingbin Avenue-Xijin Avenue-Dagong Road; the second ring road is Yingbin Avenue-Wenchang Avenue-Rulin Avenue-Fenggang Avenue-Yingbin Avenue; and the third ring road is Linchuan Avenue-Hexi Avenue-Rulin Avenue-Furong Road. (2) Sub-arterial road system The sub-arterial road is the main road that connects the arterial road and branch road, and that gathers the non-motor vehicles, mainly including Xuefu Road (26 m), Qingyunfeng Road (30 m), Nanmen Road (36 m), Wutang Road (30 m), Jinfeng Road (30m), Zhushan Road (24 m), Longjin Road (24 m), Jianshe Road (30 m), Fudong Road (30 m), etc. (3) Branch road system The branch road is the main road for the traffic for going in/ out of neighborhoods, residential communities, and short-distance transportation (mainly referring to the non-motor vehicles), including Changfu Road (20 m), Hubin Road (20 m), etc. Article 113 Road section planning The planned boundary line width is ranged from 16 to 80 m, with various section forms. See the below table for details. reasonable transport mode and structure, give full play to the function of urban public transport, improve the accessibility and service level of public transport, strengthen the construction of public transport hub, organize the public transport line properly, improve the coverage of public transport and its service level, and form a rational transport structure system. 1. Planning of public transport network By 2010, there will have been 8 standard buses for every 10,000 people in the central urban area of Fuzhou, and there will have been over 400 vehicles in total. By 2020, there will have been 10 standard buses for every 10,000 people, and there will have been over 750 vehicles in total. The density of public transport network in the central area and the fringe area will be 3.0 to 4 km/km2 and 2.5 km/km2 respectively. The average length of public transport line will be around 8 to 12 km. The public transport lines are planned to be 35. 2. Planning of public transport station facilities It’s planned to retain and expand the existing public transport station in Wenchang Avenue, and other public transport stations will be allocated according to the city development layout. It’s planned to retain the city administration square in front of the administration center of the new area of the city, which is an integrated downtown square with an area of 3.0 hectares. It’s planned to reconstruct Jinchao Square at the junction of Jinni Avenue and Zhongling Avenue, which is the major recreational square of Jinchao Development Zone with an area of 1.7 hectares. It’s planned to build a square in front of Fuzhou Railway Station, which will be a traffic evacuation square with an area of 6.0 hectares. It’s planned to build a square at the junction of Zhongling Avenue and Keji Avenue, which will be the major recreational square of the educational park with an area of 2.0 hectares. It’s planned to retain Shangdundu Luojiagang Square and Shangdundu Square, both of which will be recreational squares, covering an area of 0.62 hectares and 0.62 hectares respectively. Article 116 Planning of urban parking lots and gas stations 1. Parking lots It’s planned to build 9 parking lots in the urban area, mainly at the outer ring road and nearby the main entrance and exit passageways, plus supporting service facilities. Each parking lot will cover an area of 2.0 hectares or so, see the table below. Gas stations Gas stations are planned to be built based on the service radius of 1.2-1.5km in the central urban area, with a service area of 4 to 7 km2. Article 117 Planning of urban bridges It’s planned to build 3 expressway bridges cross Fu River, namely, Gandong Bridge (connecting the north extension of Gandong Avenue and Wenchang Avenue), Nanhuan Bridge (connecting Nanhuan Avenue over Fu River and China National Highway 316), and Chengbei Bridge (Fubei Industrial Zone to China National Highway 316). Together with the existing Fubei Bridge, Wenchang Bridge, Fuhe Bridge, and Donglin Bridge, there will be 7 highway bridges crossing Fu River. Moreover, two more bridges will be built crossing Yihuang River at Huancheng South Road and Linchuan East Road, which will better connect the main urban area with Fubei District, Wenchang District, Shangdundu area and the surrounding cities and counties. It’s planned to build a railroad bridge across Fu River for Xiangtang-Putian Railway. Section 3 Urban water supply project planning Article 118 Planning of water source and water consumption The water source will be taken from the upstream section of urban central area of Fu River and the surface water of Yihuang River, with Liaofang Reservoir serving as its emergency water source. In the surroundings of the water source site, vegetation should be built to protect its ecological environment within a 100 m radius of the water-taking site, and any possible polluting activities are not allowed; and no drainage outlets and discharge of other pollutants are allowed from 1,000 m upstream and 100 m downstream of the water-taking site so as to ensure the water source is up to the Grade II standards of the national Water Quality Standards for the Drinking Water Source (GJ3020—93). The daily consumption of the central urban area of Fuzhou will be 225,000 m3 and 450,000 m3 in the near and long term respectively. Article 119 Urban water supply facility planning Recently, Linchuan Water Works will be relocated to the south of Shangdundu and the east bank of Yihuang River for expansion; and in the future, the water works in Jinggong Road will be demolished and the original water will be taken by the water intake pumping station of Zhongling Water Works and be transported to the Nanqu Water Works. And Fubei Water Works, Nanqu Water Works, and Zhongling Water Works should be reconstructed, while the water of the central urban area will be offered by the networking of Nanqu Water Works, Zhongling Water Works and Linchuan Water Works, with the water supply capacity reaching 460,000 m3/d. Article 120 Water supply pipe network planning Water pipes connecting the water intake to the water works: Fubei Water Works will use two DN800 reinforced concrete pipelines; Nanqu Water Works will use two DN1000 reinforced concrete pipes, and as the water works is distant from the water intake, two communicating pipelines will be laid in the middle; Zhongling Water Works will use two DN1200 reinforced concrete pipelines; and Linchuan Water Works will use two DN1000 reinforced concrete pipelines. Water output pipes of water works: Fubei Water Works will use two DN1000 steel pipelines; Nanqu Water Works will also use two DN1000 steel pipelines; Zhongling Water Works will use DN1400 steel pipelines; and Linchuan Water Works will use two DN1000 steel pipelines. The main pipes will be laid along the arterial roads into a circular ring, with interval between main pipes of 500-800 m. Section 4 Urban drainage project planning Article 121 Drainage system planning Most part of Chengbei residential area and Menghu residential area of the old urban area will reserve closure and combining drainage system, while Shangdundu area, Fubei area, the new urban area and Wenchang residential area and Chengxi residential area of the old urban area will use rain-sewage diverted drainage system. In the long run, the old urban area will use rain-sewage diverted drainage system. Article 122 Rainwater drainage project planning The rainwater in the central urban area will be discharged into the nearest inland river water system by different areas. And the rainwater in the west of the old urban area and the tail water of Fuzhou Sewage Treatment Plant will be discharged into Fu River through the main rainwater channels; rainwater in Shangdundu area will be discharged into the nearby Tiaoshi Channel, Yufang Channel and Yihui Channel; while rainwater of other areas will be discharged into Fu River, Yihuang River and Fenggang River directly through the rainwater pipes. Article 123 Sewage discharge project planning The central urban area of Fuzhou discharges wastewater of 180,000 m3/d and 360,000 m3/d in the near and long terms respectively. The central urban area can be divided into five discharge areas, namely the southern area, the northern area, Shangdundu area, Fubei area and Wenchang area. The old urban area (including Chengbei residential area, Chengxi residential area, Chengzhong residential area and Menghu residential area), new administration area and Jinchao Development Zone, and the northern Zhanqian new area will discharge their sewages into Fuzhou Sewage Treatment Plant; Jinchao Development Zone and southern Zhanqian new area will discharge their sewage into Jinchao Sewage Treatment Plant; Shangdundu area, Fubei area and Wenchang residential area will discharge their sewage to Linchuan, Fubei and Qiaodong sewage treatment plants through the sewage drainage pipes; while the sewage from the central urban area will first go through the sewage treatment plant for purification treatment and then discharge until it reaches the discharging standards. In the short run, Fuzhou Sewage Treatment Plant will be expanded, and Linchuan Sewage Treatment Plant and Fubei Sewage Treatment Plant will be constructed, making recent treatment rate of sewage reach over 90%, and in the long run, Fuzhou Sewage Treatment Plant and Linchuan Sewage Treatment Plant will be expanded, and Jinchao Sewage Treatment Plant and Qiaodong Sewage Treatment Plant will be built, each with a processing scale of 360,000 m3/d and a treatment rate of 100%. The discharging standard should be subject to the Class I (B) standard as stated in the Discharge Standard of Pollutants for Urban Sewage Treatment Plant. Article 124 Drainage pipe network planning For roads of over 40 m wide, the rainwater pipes and sewage pipes will be laid at the two sides of the side pavement or the non-motorized vehicle lane; for other roads, the rainwater pipes will be laid along the centerlines, and the sewage pipes along the side pavement or roadway unilaterally. The main rainwater pipes and main sewage pipes will be laid along the arterial roads of the city; and pollutant intercepting pipes will be laid along Fuhe Avenue, Menghu Avenue and Shutong Road. Section 5 Electric power project planning Article 125 Prediction of electricity consumption and electricity load In the central urban area, the total annual electricity consumptions will be 1.25 billion kWh and 3 billion kWh in the near and long terms respectively, with corresponding maximum load of 278,000 kW and 750,000 kW. Article 126 Planning of power supply and transformer substations (1) Planning of thermal power plants (2) It is planned to construct a thermal power plant in Fuzhou, with a total installed capacity of 4×1000 MW and an installed capacity of 2×1000MW in the first phase. The project will network with a 500 KV transformer substation in Fuzhou after being completed. Planning of transformation substations. It is planned to build 3 power supply sources in Fuzhou: Lichuan 220KV Substation (2×120MVA), which switches in Shitan 220KV Substation and Fengcheng Power Plant via 220KV power lines; Qiligang 220KV Substation (2×150MVA), which switches in the Tongcheng 220KV Substation and Songyuan 220KV Substation via 220KV power lines; and newly-built Chengnan 220KV Substation (2×120MVA), which switches in Fuzhou 500KV Substation and Qiligang 220KV Substation via 220KV power lines. It’s planned to build 14 110KV substations in the central urban area of Fuzhou. Apart from the existing 7 110KV substations, six more 110KV substations will be built, including Qiaodong, Chengxi, Fengxi, Jiaoshang, Chonggang and Huangsigong substations, while the 110KV Hexi substation will be reconstructed. Article 127 Construction of power supply and distribution network It is planned that Lichuan 220KV Substation, Qiligang 220KV Substation and Chengnan 220KV Substation will use the double-supply or multi-supply ring connection modes to improve the liability of power supply, and the 220KV power lines that are switched in from Lichuan 220KV Substation, Qiligang 220KV Substation and Chengnan 220KV Substation will be laid overhead. The 110KV power lines that are switched in from will be laid overhead or underground. The 10KV power distribution network can refer to the function division defined by the urban planning, and grid layout of different areas and different lines and looped network and open loop running are preferred so as to improve the liability of power supply. The 10KV power lines will be laid underground on the east and south sides of the roads. The high voltage corridor in the urban area should be combined with the construction of the green belts and the ecological green lands defined by the overall planning. The 220KV high voltage corridor will be reserved for a width of 40m, and 25m for 110KV high voltage corridor. No construction is allowed under the high voltage corridor. Section 6 Urban communication project planning Article 128 Planning of telecommunication project According to the planning, in the urban central area, the coverage rate of urban telephones will reach 30 sets per hundred people, with a gross capacity of around 190,000 gates in the near term. And in the long term, the coverage rate will reach 50 sets per hundred people, with a gross capacity of 470,000 gates or so. In the short run, the coverage rate of mobile phones will reach 40% with 200,000 mobile users, and in the long run, the coverage rate will be 60%, with 450,000 mobile users. It is planned to retain the existing 3 telecommunication offices, and build 7 new telecommunication sub-offices. We will perfect the urban communication pipeline network based on the existing pipelines, conduct overall consideration of China Telecom, China Mobile, China Unicom and cable television, and lay them in the same groove but on the other side of the power lines and form a weak current network. Communication service stations will be built every 500 to 1,000 m in the urban area, and public telephone kiosks for every 300-500 min the main streets. Article 129 Postal facility planning It’s planned to reconstruct and improve the postal bureau hub and build 6 new branch post offices. In the urban area, post offices will be built based on a service radius of 0.5 km, and other postal service points like newsstands will be based on a service radius of 250 m. Article 130 Radio and television planning We will accelerate the construction of cable television, proceed to build and reconstruct the cable wide-band network of cable radio and television network in the urban area, open multifunctional transmission services, and thus achieve modern management gradually, computer networking management of the whole industry, as well as digitalization, informationalization and networking of radio, film and television. According to the planning, the coverage rate of cable television will reach 80% in the near term, with 114,000 users. And in the long term, the coverage rate will reach 100%, with 214,000 users. The pipelines of cable television should be buried unground on the other side of strong current lines like the power lines according to the Mandatory Provisions of Engineering Construction Standards. Section 7 Urban gas project planning Article 131 Gas source planning The gas source of Fuzhou will come from West-East natural gas transmission project and Sichuan-to-East natural gas transmission project, and the storage and distribution station of natural gas will be located to the west of Wenchang Avenue and to the north of Jinpeng Avenue The original storage and distribution station of natural gas will be reserved. Article 132 Gas supply scale By 2020, the total gas supply scale of the central urban area will have reached 79200 t/a. Article 133 Pipeline system planning 1. The pipeline network will use high, medium and low voltage systems. 2. The high-voltage pipeline network will be designed based on the pressure of 2.5MPa, and the medium voltage based on the pressure of 0.4Mpa. 3. The pipeline should be designed according to the Code for Design of Urban Gas Engineering. Section 8 Green land system and landscape planning Article 134 Urban green land system planning 1. Planning target We will build an urban green network with sound ecological environment, rich cultural connotation, reasonable layout, local features and convenience for citizens. 2. Planning index In the long run, its green land will cover an area of 926.55 hectares, occupying 12.42% of the urban construction land. Its per capita green land area will be 12.35 m2, with public green land per capita of 10.93 m2. 3. Park green land planning It’s planned to construct 10 municipal integrated parks in the central urban area of Fuzhou, namely People’s Park, Rushui Park, Nanmen Park, Menghu Park, Fenggang Park, Linchuan Park, Caizi Park, Zhongzhou Park, Huangsigong Park, Celebrity Cultural & Ecological Park, 2 special parks, namely Wang Anshi Memorial Museum and Tang Xianzu Memorial Museum, and 2 belt parks, namely green belts ranging from 50 m to 500 m according different land conditions along the banks of Fu River and Fenggang River. 4. Productive green land It’s planned to expand the flower and tree bases in Xiaoqiao, Zhongling, Shangdundu Volcanoland and Wenquan Liuling, thus forming the four major flower and tree bases of the major urban area of Fuzhou. And Xiaoqiao Flower and Tree Productive Base will be the largest flower and tree production and sales base in Fuzhou. 5. Ecological green land planning It’s planned to construct large ecological green land areas to the north of Linchuan Avenue, to the east Beijing-Fuzhou Expressway, to the south of Anshi Avenue to the east of Wenchang Avenue, and to the north of Nanhuan Road. 6. Green buffers (1) Sanitation isolation greenbelts It’s planned to build green isolation buffers of no less than 20 m wide between the residential area and the industrial land by combining the road greening and residential green land. (2) Road green buffers It’s planned to construct isolation greenbelts of above 50 m wide at the two sides of Jiangjia Station-Jiangbiancun Station Railway, Xiangtang-Putian Railway and Fuzhou-Yinchuan Expressway. 30 m-wide protection forest belts, 20 m-wide unilateral green land along the arterial roads of the city and 10 m-wide unilateral green land along the sub-arterial roads of the city will be constructed at the two sides of the outward traffic routes into the urban area. (3) Urban high voltage corridor greenbelts It’s planned to construct high voltage corridor green buffers of different width in the central urban area of Fuzhou according to different voltage classes. The green buffer for the 110KV high voltage corridor will be 30 m wide, and 50 m wide for the 220KV high voltage corridor. Article 135 Urban landscape planning 1. Planning target We will make full use of the sound natural environmental conditions, improve and optimize the artificial environment in an all-round manner and enrich its humanistic intension. The urban landscape will show and highlight the featured landscapes of Fuzhou with natural environment as the carrier, water system and major business roads as landscape axes and the key sections as landscape nodes. And we will create a landscape city that featured by the trinity of “mountain-water-city” and giving a feeling of “city on the waterfront, city with mountains, city by the waterside and city in the water”. 2. Landscape planning According to the planning, the central urban area of Fuzhou will form a landscape structure of “three axes, two belts, twelve areas and seven nodes”. The “three axes” refer to the riverside landscape axis along Fu River and Fenggang River, the business and cultural landscape main axis formed by Yuming Avenue and Gandong Avenue, and the business and cultural sub-axis formed by Dagong Road, Fubei East Road, Linchuan Road, Rulin Road, Keji Avenue, Fudong Road and Fuxi Road. The “two belts” indicate the riverside landscape belt along the water system, and the road landscape belt based on Fuzhou-Yinchuan Expressway, Yingbin Avenue and Rulin Avenue. The “twelve zones” refer to the twelve different landscape zones, namely the landscape zone of old urban area, historical and cultural characteristic streets zone around Wenchang Bridge, downtown landscape zone, landscape zone of Zhanqian new area, traditional industrial landscape zone, modern industrial landscape zone, Zhongling culture and education landscape zone, Linchuan old urban area landscape zone, Yidongbei landscape zone, Yixi landscape zone, sub- administration center landscape zone and Linchuan culture and education landscape zone. The “seven nodes” refer to the scenic landscape nodes including the administration center, Fuzhou Railway Station, sports center, Wenchang Bridge, the junction of Fu River and Yihuang River and Fenggang River, sub-administration center, and Shangdundu Zhongzhou Park, which are featured by icon buildings or landscape sculptures and located at the central city, the main city passageways and main bridges. Section 9 Historical and cultural heritage protection planning Article 136 Protection principles (1) Protection of the historical and cultural relics should comply with the guideline of “protection upmost, and rescue first”, with social benefit as priority, and focus on the protection, repair and utilization of historical and cultural relics. On the premise of maintenance and renovation, we should actively develop and rationally make use of the historical and cultural relics. (2) We will carry out the principle of scientific protection and proper utilization. It requires protecting the historical and cultural relics listed as cultural relic protection units well and attaching high importance to the protection of historic architectures as well. Apart from determining the ranking of the relics in a timely manner based on the general investigation, we should dispose the relics whose original objects are not able to be preserved properly through argument by means of establishing logos or archiving. (3) For cultural relics protection, we should strictly retain the original appearance and structure of the relics; the protective construction should be conducted in favor of relics protection; and for the construction of control zones, we should fully consider the coordination with the surrounding environment of the relics protection units. (4) When planning, we should consider dedicatedly the relationships between part and whole, key and general, urban area and rural area as well as near and long terms. All that can be used by the relic protection units should be made use of positively, and this usage should be protective, rather than destructive. Any relics that are apt to be opened to the public should be developed as soon as possible, and for relics that are provisionally not apt to be opened, we should actively create relevant conditions for opening gradually on the premise of good protection. And those that are not suitable for opening should also be protected well. Article 137 Protection measures (1) The famous historic and cultural cities, streets and villages and towns should strictly comply with relevant protection planning. (2) In case the urban development and construction involves with underground historic and cultural relics, they should first be investigated and explored by the culture (cultural relics) department who will give written opinions. (3) Regarding relics protection units of all levels, their protective range and construction control zones should be delimited by relevant people’s governments, and proper protection measures should be worked out and included into the urban and rural construction planning. (4) Within the protective range of culture relic protection units, no other construction projects or explosion and blasting, drilling, and digging are allowed. If the above said construction or operation is required due to special reasons, the safety of the relics protection units should be first guaranteed and the approval documents for the relics protection units by the people’s government should be publicized through verification after seeking the consent of the higher-level administrative department for cultural relics under the People’s Government. (5) Construction work conducted in the construction control zone of the relic protection unit should not damage the historic landscape of the relic protection unit. And the engineering design scheme should be submitted according to the level of the relic protection unit to the administrative department of urban-rural planning after being approved by the relevant administrative department of cultural relics. (6) For the national key cultural relic protection units, their protection plan should be worked out by the people’s government of county or above with the review of the provincial administration department of cultural relics and the provincial construction and planning department together. And after seeking the consent of the State Administration of Cultural Heritage, the plan should be submitted to the people’s government for approval. After that, the cultural relic protection units should be included into the local national economic and social development planning and urban-rural construction and development planning which should be consistent with the special planning of all kinds. (7) The stated-owned protection units should not be transferred or pledged, nor used for operation as enterprise assets. (8) For the nontransferable relics directory, we should work out specific protection measures which should be announced for implementation. And any repair work should be reported to the administration department of cultural relics of the relevant county people’s government where relevant relics are registered for approval. Article 138 Determination of protective range To implement the protection work of cultural relics, the determination of the protective range and construction control zone of the cultural relic protection unit should be made based on the historic, artic and scientific values and surrounding environment of cultural relics and historic sites, as well as on the consideration of the possible property right issues. The cultural relic land included in this planning covers an area of 6.3 hectares, occupying 0.08% of the urban construction land with a per capita area of 0.08 m2. Category I zone: for the planned ecological protection zone, Class I standards should be implemented for the atmospheric quality. Category II zone: for the planned commercial and residential mixed zone, Jinchao industrial zone, business center, living and cultural and educational zone, and luxury villa zone, the Class II standards should be implemented. Category III zone: for the planned Fubei industrial cluster area, the Class standards for the atmospheric quality should be implemented. Article 146 Acoustics environment function zoning The central urban area of Fuzhou is divided into ecological protection zone, industrial cluster zone, living and cultural and educational zone, villa zone, business center, mixed zone and other acoustics environment function zones which can be divided into 0-4 categories. Each category of function zone should execute the corresponding standards stated in the Environmental Noise Standard for Urban Area (GB3096-2008). Article 147 Water environment function zoning Surface water of Fuzhou can be divided into four classes, namely Category I, Category II, Category III and Category IV. Garbage collection and disposal Litter bins will be set up at both sides of the streets and road junctions, with a spacing of 30-50 m for business streets, and 50-80 m for daily-life roads, and 100 m for general roads. Waste transfer station: it’s planned to mainly build up small waste transfer stations, and add 42 new stations, each with a capacity of 12 tons and covering area of over 100 m2 each by the end of the planning period. The industrial refuse and household refuse in the industrial zone and storage zone will be shipped to the refuse processing plant by each enterprise. Refuse disposal plant: we will retain the existing refuse processing plant in Fuzhou, which is located at Zhanping Township (Kongjia, Zhanping Village), Linchuan District with an area of 42 hectares. Its maximum daily processing capacity is 650 t/a with a total storage capacity of 4,000,000 m? and a service life of 19 years. 2. Public toilet It’s planned to set up public toilets in squares, parks, markets, parking lots and residential areas, with a spacing of 300-500 m for the busy streets, 750-1,000 m for general streets, and 300-500 m for newly-built residential areas. Each toilet will cover a building area of 30-50 m2, and 230 or so public toilets will be needed for the reconstructed sections of general old urban area and newly-built communities by the end of the planning period. All the public toilets will use water flush system, and the excrement will be processed in the septic tank before being discharged into the urban sewage system. Section 13 Comprehensive disaster prevention planning Article 149 Flood control standards According to relevant provisions described in the national Standards for Flood Control (GB5020-94), the flood control standard for the central urban area of Fuzhou is once in 50 years in the near term and once-in-a-century in the long term. Article 150 Flood control facility planning The urban flood control facilities of the central urban area of Fuzhou are as follows: 1. West bank of Fu River: by building Fujia embankment, back end of Xiayanhe embankment (connecting to Chengxi embankment) and the section from Hedong embankment to Liancheng Watergate, Fujia embankment, Yaoping embankment, Shangyanhe embankment and Xiayanhe embankment, Chengxi embankment and Hedong embankment will be connected with the newly built outlet watergate of Yellow Bridge of Fenggang River, to form a complete Linchuan embankment, which will protect the main urban area and Shangdundu urban area. Thus it will become a large embankment on the low-lying land of 30 km or so. 2. East bank of Fu River: it is made up of Zhongzhou embankment, which starts from Shanghu Village of the east bank of Hedong embankment, passes by Qiaodong flood walls, surrounds Fu River and Qianjinpo Port, and ends at Shanghu Village, forming a separated guarding circle. In the near term, it will be composed of Yangzhou section of Zhongzhou embankment, which starts from Shanghu Village at the east bank of Fu River, surrounds Fu River and Qianjinpo Port, passes by the Qiaodong flood walls, and ends at Xiahuang Village. 3. Shangdundu flood prevention walls: it’s planned to construct flood walls of about 1,000m long and 5.75mhigh, with anti-flood level of 41 m. It’s constructed based on the standard of flood occurring once in 20 years. Article 151 Flood drainage facility planning The flood drainage standard of the central urban area of Fuzhou is once in 20 years. The heavy rainfall will be discharged at the same day without flooding the key architectures. The standard for other areas will be once in 10 years. According to the planning, the downtown of Fuzhou is divided into six zones of flood control by terrain and drainage facilities, with a total catchment area of 220 km2. The six flood control zones include: 1. Yaoping flood control zone is located at the junction of the old urban area and the suburb, with a catchment area of 1.91 km2, the installed capacity of Yaoping electrical drainage station will be expanded to 220 kW. 2. Yangdayu flood control zone is a bustling zone with a catchment area of 0.77 km2, which is located to the east of Gandong Avenue and to the north of Gongyuan Road; 3. Chengxi flood control zone consists of the old urban area to the west of Gandong Avenue and inside Chengxi embankment, Chengxi suburb, planned urban area to the west of Gandong Avenue and inside Fufang, with a catchment area of 6.5 km2. A centralized flood control pumping station will be newly built to increase its installed capacity; 4. Fufang flood control zone consists of the new urban area and part of the old urban area, with a catchment area of 3.32 km2; 5. Shifu flood control area is mostly mountain land with good self-drainage conditions, so the arterial pipelines of the urban area can be made full use of to discharge flood water into Fenggang river; 6. Fenggang River flood control zone: this zone covers all the flows from Fenggang River with a catchment area of 119 km2. This planning will mainly consider regulation of impoundment and self-drainage. Article 152 Fire fighting facility planning According to the planning, the fire station and fire hydrant will form a point-line-surface system. The fire command center of the city is set up at the municipal administrative office center. It’s planned to set up 16 standard fire fighting stations. The arterial and sub-arterial roads of the city should meet up with the requirements for rescue and relief work, and the width and turning radius of the arterial roads, street roads, and cluster roads should conform to the operation requirements of fire fighting vehicles. Article 153 Civil air defense project planning According to the planning, by 2020, the central urban area of Fuzhou will need civil air defense projects of 675,000 m2, and four protection zones including the old urban area, Fubei area, the new urban area and Shangdundu area will be built. Command posts should be gradually set up in each protection zone in a distributed manner, and a civil air defense command center should be set up in the municipal government building. A central hospital will be built in the city, with construction level 1, and 10 emergency hospitals will be built with construction level 2. Article 154 Earthquake prevention planning The central urban area of Fuzhou has a seismic intensity of below 6 degrees, so it needs no fortification. But the over-limited and super-high buildings and lifeline projects should be reviewed in terms of their aseismic design.
